SCOPE:
Perform functions to maintain current knowledge of state and
federal environmental regulations and guidelines related to
power generation facilities, monitor operating compliance
of FMPA facilities, and train generation staff, guided by

ESSENTIAL
FUNCTIONS:
1. Monitor state and federal regulations and guidelines regarding
environmental legislation. Ensure that FMPA has programs in
place to ensure compliance. Monitor activity and recommend
agency participation in federal actions and other governmental
proceedings.
2. Review operating compliance data provided by each generating
location and complete and file applicable reports for management.
Develop analytics and trends for use by management and members
in making future decisions regarding power generation and
compliance with environmental regulations.
3. Coordinate the day to day environmental compliance issues
at FMPA owned generating facilities related to air, water,
hazardous waste, fuel tanks and wetlands. Conduct regular
inspections of facilities to ensure compliance with environmental
regulations. Make recommendations for changes to procedures
to incorporate environmental compliance.
4. Train generation staff on environmental compliance issues
and track individual performance. Recommend management intervention
when compliance issues continue to be problematic. Develop
reports for management related to plant inspections, findings,
and training.
5. Represent FMPA and members in environmental related groups,
task forces, or committees.

SCOPE:
Perform difficult, highly skilled, and results-oriented functions
to manage the organization’s Regulatory Compliance Program
to ensure its programs, practices, and procedures, and those
of its All-Requirement cities are in strict compliance with
the regulations, standards, and best practices applicable
to the electrical industry (the “Standards”),
guided by laws, precedent, regulations, practices and working
within the limits of established policies. Ensure strict compliance
with the new electric reliability standards of the North American
Electric Reliability Company (NERC) and Florida Reliability
Coordinating Council (FRCC).
ESSENTIAL FUNCTIONS:
1. Develop, communicate, implement and oversee policies and
procedures to ensure that FMPA staff is compliant with the
applicable Standards. Track changes in laws, regulations,
standards, requirements, and procedures which are applicable
to the electric industry. Recommend modified policies and
procedures to maintain compliance. Communicate changes to
FMPA staff and ARP members.
2. Develop and implement strategies and procedures to assure
training and certification in NERC/FRCC compliance requirements
with applicable Standards. Oversee the maintenance of records
of training and certification activities.
3. Direct the development of agreements between FMPA, ARP
member cities and appropriate third parties to designate roles
and responsibilities to ensure that all parties are in compliance
with the Standards. Develop, maintain, implement, and communicate
policies and procedures, and train staff to fulfill requirements
and duties under the terms of the agreements.
4. Manage the FMPA preparatory audit service offered to its
ARP members to identify problem areas prior to official Reliability
Council audits. Oversee regulatory audit staff and track audit
schedules. Coordinate the participation by staff of FMPA and
ARP member cities in third-party audits, as necessary.
5. Oversee the documentation and archival system and ensure
that FMPA and its ARP members are, at all times, compliant
and “audit ready”. Oversee self-certification
procedures and report to FMPA and ARP member management on
compliance status of FMPA and its ARP members.
6. Establish an internal FMPA reporting procedure involving
FMPA’s GM, consistent with applicable NERC/FRCC requirements,
to ensure complete independence of the Agency’s reliability
compliance audit responsibilities.
7. Participate in, lead, or assign representation to various
compliance groups and/or established committees and maintain
awareness of compliance related developments at the local,
regional, state, and national level.
8. Hire, train, develop, assign and monitor the performance
of employees within the Regulatory Compliance Department.

CONTRACT
COMPLIANCE AUDITOR II
SCOPE:
Perform functions to assist Contract Compliance Department
to audit compliance with contract terms between FMPA and its
plant operators and power supply providers to ensure members
are being properly charged for their share of power and to
assist external auditors in the performance of the audit of
Agency financial statements, making decisions based on conclusions
for which there is little precedent
ESSENTIAL FUNCTIONS:
Execute activities necessary to evaluate and determine the
compliance of third parties with contract terms and to ensure
accurate invoicing for costs from third parties associated
with FMPA’s ownership interest in power plants and electric
services from other power supply providers.
Interpret contract language and obtain support from service
providers and FMPA’s engineering department to interpret
and analyze current billings. Communicate with accounting
and engineering staff regarding any current billing concerns.
Verify costs are being billed in compliance with underlying
contracts.
Create and maintain spreadsheets used to interpret and analyze
billings from service providers. Confirm bill components to
supporting documentation and alternate source documents. Make
certain audit adjustments and billing corrections are properly
implemented by service providers.
Correspond with service providers on intent to audit. Research
prior audits and concerns and prepare audit programs for scope
of work.
Gather and interpret supporting documentation and records
from service provider to execute audit. Analyze details of
financial and accounting data and materials for conformity
to contract.
Communicate audit results to Contract Compliance Manager.
Issue a formal audit report to service provider and FMPA Board
of Directors. Work cooperatively with service provider to
resolve billing issues and audit concerns and to resolve disputed
adjustments.
Monitor accounting and electric utility industry developments,
such as pronouncements of the Federal Energy Regulatory Commission
(FERC), the National Association of Regulatory Utility Commissioners
(NARUC), and the Financial Accounting Standards Board (FASB)
and evaluate the possible impact on the associated provider
costs and the impact on member billings.
Provide assistance to FMPA’s external auditors. Provide
worksheets, supporting data and necessary procedures for auditors
making certain to facilitate understanding of areas of confusion.
Fulfill management requests for information and perform any
range of special projects as assigned.

Assist in all functions to conduct a broad range of load flow,
transmission, system reliability, capability and interconnection
studies and evaluations in response to member requirements.
Work with staff to develop long term cost of power and rate
projections. Assist with network stability and short circuit
models, and transmission maps in support of member power generating
and distribution activities, working within the limits of
established policy.
ESSENTIAL
FUNCTIONS:
Work with internal sources to determine study requirements,
forecasting and reporting requirements. Assist in the development
of criteria and base data and conduct simulations or use other
analytical techniques to determine required results. Review
and analyze results; provide conclusions and recommendations
to management to meet study objectives. Report to management
on inquiries regarding studies and related issues by consultants
or members, as required.
Assist in the development and maintenance of members’
transmission network load flow, short circuit models and transmission
maps for inclusion in statewide database and to meet a range
of other federal and state reporting requirements. May assist
in gathering information required for any range of forms and
reports for reporting to federal and state entities for the
Agency and for members.
Review and report to internal sources on annual power cost
projections for All-Requirements Project five year plan budget
model, involving forecasting energy and fuel costs, utilization,
capacity, production, operating and maintenance costs. Distribute
information as directed.
Assist internal staff in the preparation on frequency load-shedding
schemes for All-Requirements Project members.
Assist other Agency departments as requested by performing
transmission analyses involving contingency load flow simulations.
Analyze results, draw conclusions and make suggestions to
internal sources regarding the reliable delivery of power
resources to load centers.
Assist in following regulatory developments at FERC, NERC,
NAESB, FRCC and the FPSC that affect FMPA and members. Track
FMPA and member issues and report activities, ballots and
comments."

1. Categorize files for projects. Check for duplicate files
and determine placement of document in corporate software
system.
2. Prepare and scan document into system. Analyze document
to determine adequate identification to facilitate search
and retrieval. Determine retention schedule for item and enter
into system and inventory files to make certain all-physical
files shelved coincide with public directory.
3. Categorize files and search and retrieve files at staff
request.
4. Convert existing historical files into electronic version
and transfer documents to archive file storage or execute
disposal of agreement/contracts based upon retention schedule.

Perform functions to conduct a broad range of power supply
cost and cost recovery studies and evaluations, demand and
energy requirements forecasts, capacity and fuel planning,
and production cost modeling in support of member requirements,
working within the limits of established policy.
ESSENTIAL
FUNCTIONS:
1. Calculate and prepare power cost analyses comparing costs
achieved through membership in All-Requirements Project and
through purchases from alternative suppliers. Review results
with Agency management. Assist in the preparation of presentations
related to power supply proposals. Experience with generation
dispatch, project evaluation, and load forecasting simulation
software is a plus.
2. Perform a range of studies in support of other Engineering
Department functions. Participate in ten year site plan studies
and assist with analysis and modeling of future power requirements
involving production cost simulations. Assist with analysis
of contract disputes, Florida Municipal Power Pool benefits,
power purchase and ownership opportunities, and fuel utilization
and requirements. Assist with capacity planning studies to
analyze future additional power requirements.
3. Conduct service rate reviews in response to member requests.
Work with member representatives or internal sources to determine
study requirements. Develop criteria, request data and assist
member with data collection. Use defined load forecast, power
supply cost and power cost adjustment factors, construct proforma
budget for defined period. Analyze results in consideration
of various factors, draw conclusions, make recommendations
and write report. Submit results for review by Agency management.
4. Provide consultative services related to budgets and tariffs
as requested by members. Define requirements, gather data
and materials and use analytical methods to evaluate problem
and develop strategy. Make recommendations to Agency management
and review final results with member representative. Prepare
documentation and provide follow-up support as required.
5. Prepare load forecasts for All-Requirements Project members.
Analyze and model a range of complex factors and assumptions
to project demand and energy sales, conducting multiple studies
to reach reasonable conclusions.
