Joint Purchasing Project Overview

The Florida Municipal Power Agency (FMPA) was formed in 1978 for the purpose of providing a means for its members to benefit from a joint association of fellow municipally-owned utilities, including joint purchasing of services, materials, supplies, and equipment utilized in the generation, transmission, and distribution of electricity.

Those FMPA members desiring to share in the benefits of joint purchasing of services, materials, supplies and equipment have executed a Project Agreement with FMPA and are a Participating Member of the Project.

The Project Agreement between FMPA and the Project Participants provides for FMPA to administer the Project for the selection, bidding, and awarding of services, materials, supplies, and equipment utilized by the Project Participating Member and for the Project Participating Member to secure services, materials, supplies, and equipment through this Project, thus enjoying the benefits resulting from bulk purchasing.

However, bids will be accepted only from approved manufacturers. To learn more about the Joint Purchase Project, vendors and potential bidders are encouraged to attend a Joint Purchase Project meeting. Generally, meetings are held on the 2nd Thursday of each month at 10:00AM at FMPA's offices or via teleconference.

Services Contracts

FMPA has contracts established with vendors for several services which are important to our members.  These contracts allow our members to use the service at the rate established between FMPA and the vendor.  For all contracts, members work directly with the vendor to request the services.  The contracts currently in place include:

Continuous Emissions Monitoring System (CEMS) Testing: This contract provides CEMS and Compliance testing of electric generation units.  The current contract is with Air Consulting & Engineering Services.  For details on the contract click here. For additional information, contact Sharon Samuels.

PCB Disposal
The PCB Disposal contract has been established with Trans Cycle Industries.  It includes pricing for disposal of PCB fluids and solid material.  For details on the contract click here. For additional information, contact Sharon Samuels.

Thermal Infrared Imaging Services
This contract provides members with thermal imaging services of electrical panels, lines, circuit breakers, etc.  The contract is currently awarded to Brady Infrared.  For details on the contract click here. For additional information, contact Sharon Samuels.

Rate Services
FMPA has awarded a contract to four vendors to provide a range of rate services, including rate reviews, rate study and rate design.  The consultants are:  A&S Linxwiler, R.W. Beck, Virchow, Krause & Co., and Utility Financial Solutions, LLC.   For more information, contact Tom Reedy.

Safety Consulting
FMPA has an agreement in place with SET Solutions and the Workplace Safety Awareness Council to provide a range of safety consulting services, including safety audits, safety plan and program development, and safety training.   For more information, contact Sharon Smeenk.

Temporary Housing & Emergency Response Services
FMPA has executed an agreement with OKs Cascade to provide assistance in the event of a storm or other emergency. OKs Cascade provides temporary housing services, base camps, mobile kitchens, food service, mobile showers, and mobile laundry services. The agreement between FMPA and OKs Cascade has established pricing for FMPA members. The agreement allows for members to request service on a first come-first served basis with no upfront costs. Colectric Partners

FMPA is a member of Colectric Partners, which is a member-owned collaborative business serving America’s public power industry.  Colectric provides services related to the development, project management, operations and maintenance of generation, transmission, distribution, gas and infrastructure facilities.

As a member of Colectric, FMPA members may benefit from the special pricing offered to Colectric Members.  Currently, Colectric has several sourcing contracts with numerous firms which provide a wide range of commodities from power plant supplies to office supplies.  Contact Sharon Samuels for more information.
