FMPA
Modernizes Its Governance, Provides Greater Autonomy for All-Requirements
ORLANDO,
Fla., May 31, 2007 — Members of the Florida Municipal
Power Agency (FMPA) approved several changes to the Agency’s
governance structure last week to enhance the efficiency of
the Agency’s decision-making process. The most significant
changes are associated with giving FMPA’s All-Requirements
Project greater self-governance through the reorganization
of the Executive Committee.
Under
the new system, FMPA’s Executive Committee will include
only appointed representatives from each All-Requirements
member, rather than being an elected body. The changes give
the Executive Committee power to independently govern and
manage the business affairs of the All-Requirements Project.
As a result, the All-Requirements Project Committee will cease
to exist, since membership will be identical to the Executive
Committee.
FMPA’s
Board of Directors has responsibility for making all final
decisions for the projects of FMPA, except the All-Requirements
Project, and for Agency business not directly related to All-Requirements.
With the
new governance structure, each decision, whether for All-Requirements
or a different project, only needs to go to one governing
body for approval, either the Executive Committee or Board
of Directors—but not both, as previously required.

makers we can be,” said All-Requirements Project Chairperson
Rebecca Mattey.

the governance structure solidifies the growth FMPA has undergone
the past several years,” said FMPA General Manager and
CEO Roger Fontes. “The empowerment of the All-Requirements
Project allows participants to more proactively take control
of their destiny and make necessary and timely decisions vital
for future successes.”
FMPA’s
All-Requirements Project provides all the wholesale power
needs of 15 Florida cities, including Bushnell, Clewiston,
Fort Meade, Fort Pierce, Green Cove Springs, Town of Havana,
Jacksonville Beach, Key West, Kissimmee, Lake Worth, Leesburg,
Newberry, Ocala, Starke and Vero Beach. All-Requirements enables
municipal utilities of all sizes to become owners—not
just customers—of an efficient statewide power system.
An organizational meeting of the newly reconstituted Executive
Committee has been scheduled for July 12.
