Frederick M. Bryant

Frederick M. Bryant is General Counsel of the Florida Municipal Power Agency, a position he has held since the Agency’s inception in 1978.

Bryant has 43 years of experience in municipal utility law. Prior to joining FMPA’s full-time staff in October 1998, Bryant was in private practice for 28 years specializing in municipal utility law, energy law and municipal bond finance. During that time, he served as General Counsel for both FMPA and the Florida Municipal Electric Association.

In his long service to Florida’s municipal electric utilities, Bryant has represented them before the Florida Legislature, state agencies, the Governor and Cabinet, Florida Supreme Court, federal courts and the Federal Energy Regulatory Commission.

Bryant is active in the American Public Power Association (APPA), the national trade association for municipal utilities. He was Chairman of APPA’s Legal Section in 1980-81. Bryant was awarded the APPA James D. Donovan Individual Achievement Award in 2009, in recognition of his substantial contributions to the electric utility industry, with a special commitment to public power.

Bryant is admitted to The Florida Bar. He holds a bachelor’s degree from Stetson University and a J.D. from the University of Florida. He was a Captain in the United States Army infantry, 1970.
