Frank Gaffney

Frank Gaffney is Assistant General Manager of and Officer of Regulatory Compliance for Florida Municipal Power Agency, a position he has held since January 2012. Gaffney joined FMPA in February 2009 as Regulatory Compliance Officer.

Gaffney has more than 26 years of experience in the electric utility industry. Prior to joining FMPA, Gaffney worked with R.W. Beck for 13 years, most recently as National Director and Principal of Transmission Markets and Consulting.

Gaffney serves on the Board of Directors of the Transmission Access Policy Study Group. He also serves on the Standards Committee of the North American Electric Reliability Corporation and is a member of the Florida Reliability Coordinating Council’s Compliance Committee and Planning Committee and an alternate to the Board of Directors.

He holds a bachelor’s degree in electric power engineering from Northeastern University, a master’s degree in electric power engineering from Rensselaer Polytechnic Institute and a master’s degree in management from Lesley College.
